Eastern Ave/250 – Dead

  • In 2023, VDOT increased the cost estimate for the southern section to 250 from $24.7 million to $39.5 million. The portion not covered by revenue sharing rost to $23.3 million.
  • Later in the year, VDOT added an environmental factor to the priority scoring system: the project plummeted from #8 to an estimated #78 in County priority. Whether #78, #68, or #58, it isn’t happening
  • The Eastern Avenue/250 Connector is no longer feasible: County Transportation Planner Kevin McDermott acknowledged Feb 21 that the project is not competitive for SmartScale, and that much of the cost increase is due to inflation, not just added contingency estimates. Cost cutting measures are not enough. A short segment built to access new development is not enough. CIP funds are not enough.
  • A Public Private Partnership (P3) structure has been raised as a solution. What benefit would accrue to a partner in exchange for bidding such a low price that the County could afford it? The priority ranking system is the same, so the project will remain a low County priority at any price.
  • Crozet residents are expected to accept a trail with a bridge across Lickinghole Creek as replacement transportation for Eastern Ave. Yes, in the dark, snow, rain, and mud, residents will travel about a mile each way on foot or bike to do their weekly family grocery shopping, carry home improvement supplies for weekend projects, and seek medical care. Will that be an ADA accessible trail up and down the steep slopes? Oh, and County will need to build the part of the trail in the greenway so…still not connected.

240 Connector – Deleted

The 2021 Crozet Master Plan, published in October 2021, does not include the Eastern Ave Connector to 240/Three Notch’d on the Future Street Network map. It is official: There never will be an Eastern Avenue Connector from 240 to 250 because the northern segment is not in County plants. Riverbend has constructed only the road segments necessary to build and sell homes.

The 2021 Crozet Transportation Study, published in June 2021, assumes that Eastern Ave will be constructed from 250 to 240. The traffic analyses in the Study obsolete because they are based on an assumption that is incorrect.

Land Use designations in East Crozet are not supported by the planned infrastructure, which no longer includes a complete Eastern Ave Connector from 240 to 250.

Park Ridge / 240 Intersection

  • Projected to be VDOT Level of Service (LOS) F in coming years. (2021 Crozet Transportation Study)
  • November 2021 Montclair application provided an easement for future roundabout to improve safety and traffic (recommended in 2021 Crozet Transportation Study).
  • Current plan removes corner section of parcel so no easement is provided. If not now; when?  If infrastructure is not provided for during the rezoning process, it never happens.
  • With the demise of the Eastern Avenue Connector, which was assumed to be a reality in the 2021 Crozet Transportation Study, traffic analysis based on that study underestimate trips on Park Ridge.
